Equivalent of mne.make_fixed_length_epochs (duration, overlap, optional short last epoch), mne.concatenate_epochs and Epochs.average on plain data matrices. Event-locked epochs with rejection are averaged by FIFFLIB::FiffEvokedSet::computeAverages.
