Implements FIFF read/write of the FIFFB_PROJ_ITEM block including the FIFF_PROJ_ITEM_VECTORS, FIFF_PROJ_ITEM_CH_NAME_LIST and the FIFF_PROJ_ITEM_KIND / FIFF_PROJ_ITEM_ACTIVE tags.
