Companion to fiff_constants.h that focuses on the value space of tag kinds (the FIFF_* numbers below 1000), of block kinds (FIFFB_*) and of the 32-bit FIFF type descriptors (FIFFT_*). The header doubles as the reference for the conventions used throughout the codebase: the upper byte of a type code encodes the fundamental structure (scalar vs. multidimensional matrix), the lower bytes encode the element type, and matrices additionally carry a dense / CCS / RCS sparse-coding indicator multiplexed into the same word (see fiff_tag.h for the bit masks).

These numbers are part of the on-disk FIFF format and are shared with mne.io.constants in MNE-Python; do not renumber them.
